x402 is 100% of the design: settlement after the gate, and a per-resolve meter on the registry's truth tools. An order intent settles in USDC on Base after the gate; the receipt is signed and carries the decision_id and the reason code the gate returned. A refused order intent is not settled and not charged. Every receipt carries the notice; a resolve receipt carries jurisdiction and rule_set_version when the tool takes a jurisdiction.

The payments door of the family is peptides-x402.ai: the settlement door and the meter. The registry's truth tools are metered there per resolve. The hub carries no wallet; a key here is a signature.
